Farming Blood Points for Killers (Why you should be using Distressing and Beast of Prey)
First pick the killer you have the easiest time using their power. If you're new then I suggest Wraith because you can easily uncloak, hit survivors, and rack up BP that way. Trapper is also a good choice if you are strategic about placing your traps (in the tall grass is a great option). Ideally? The Shape (aka Mike Myers). You can just look at survivors while holding the ability button and you rack up tons of points. Super easy. Barely an inconvenience.

Perks: Distressing (all) and Beast of Prey (Huntress). Up to you on the other 2. Why?

Distressing doubles all your ability BP gains during the match. You can get up to 10k, and this makes it twice as fast. Any time you would normally use your ability to gain BP then this doubles progress toward that 10K. Offerings that increase Deviousness BP by any % are great to use because you're going to easily max this category out in most matches (unless you picked a killer like Hillbilly or Nurse and are terrible with their abilities, but that's on you for picking a difficult killer). I don't suggest killers that gain low BP from their devious actions such as Freddy, because the only way to max his is if a generous survivor doesn't mind breaking 100 fake pallets for you. xD

Beast of Prey is another great perk because it gets you chase Blood Points 50% faster toward that 10K. You're gonna be chasing survivors unless they're all hiding in lockers and/or refuse to run. Trust me, 95% of survivors are going to run from you.

Since your main goal here is to farm BP then it's not ideal to 3 hook survivors. In fact, the only reason you're hooking them is to distract them from generators so you have more time to farm Blood Points. With Blood Point farming in mind you should be chasing survivors off of generators and NOT guarding hooks at all. Ignore ALL noise notifications and stick with gen patrol. Ignoring noise notifications helps a lot with avoiding wild goose chases and they usually do this so their buddies can repair a gen. Don't fall for it. Once you have someone hooked twice it's OK to chase and down them again, but just leave them for other survivors to heal (again wasting their time so YOU have more time for farming BP).

Eventually you'll get notifications that you've maxed Devious, Hunting, etc.. BP. From there you can try and max Brutality BP if you want. Each survivor hit nets you 300 BP here, and gens/walls/pallets get you 100 each (meaning you need to hit survivors about 33 times, or smash gens 100 times, to max this category out- so be sure to let em heal so you can farm more). Lastly the sacrifice category is probably impossible to max out. Kinda lame that there's no perk which doubles it, but 2 hooking every survivor will get it to about 5000 or so. Killing survivors isn't really worth it since you only get 1K BP for the kill, and meanwhile that survivor gets 7K for escaping. It's so satisfying to see the post game BP results and everyone having 30K+. Playing like this takes longer but it feels a lot more satisfying, and is more fun for everyone. You can enjoy the chase while farming tons of BP. It's great and my preferred way to play.

RANKING TIPS
If you're trying to rank up while farming BP it IS possible, but gets more difficult at higher ranks. The key is to severely delay gen repair during the first 10 minutes. Huntress' Lullaby Hex helps a lot with this if you can hook a lot of survivors early, and Hex Plaything helps protect that hex because they function like decoys. You'll also want to make sure you win chases, which you'll do automatically unless you're playing against highly skilled loopers. If you let survivors live then it helps your ranking a LOT to make em crawl out. Fully healed survivors goes against your rank pretty heavy, but won't reduce your BP any.

If you're going for the highest rank achievement then you do have to 3 hook survivors after you reach Silver. It will help you rank up a lot if you avoid tunneling and pretty much 2 hook everyone before you start finishing them off. It's also better to let the last survivor escape through the hatch than taking a chance of them opening the exit gates because you'll take a huge hit to your ranking if either gate gets opened.

Lastly, if you're having a hard time ranking up because you're getting matched against skilled survivors then remember that your ranking can only depip, but you won't actually lose a rank. Once your're Gold 4 you can't go back to Gold 3 no matter how many matches where all 4 survivors escape. Take advantage of this to play a few BP farming matches. Let tons of survivors escape to get your hidden MMR down. Then push hard to get to the next rank. Relax and farm BP for a few matches again, then push again to the next rank. Rinse and repeat and you'll get the achievement soon enough.

Also, if your ranking pips are at risk then it can help to pick and choose your battles. If you see high prestige survivors with flashlights, or even low prestige characters with spiffy clothing, then you might want to exit the lobby and try another group. Nothing more annoying when you're trying to rank up than losing 1 or even 2 pips because you got matched against a couple expert looper/dodger flashlight experts.
