I must be missing something about medkits

If a full heal requires 16 charges, then why can't I get two heals with any medkit (givven they all have 24 charges now) equipped with gel dressings and abdominal dressing, which leaves me with a total of 40 charges, plus 15% increased healing speed?

Self healing with a medkit now has a -33% effiency penalty, meaning it now takes 24 charges to self heal with any medkit and the increased healing speed will not apply to self healing, only altruistic healing

They have a speed and efficiency debuff on self heals. So it takes all 24 charges to heal yourself.

if you are using botany knowledge, you will not get a full heal, since there are 2 debuffs applied to self-heal from med-kits, the efficiency one (which stacks with the botany perk debuff) and the speed one.
