I say this as an avid WoO user. Would love to use something better but most Survivor perks are memes.
Just one less usefull perk for survs
Healing perks have fallen off, since healing is still pretty fast after the nerfs and a medkit still does the job for the two hooks any non-meta Killer will get in high MMR.
A lot of the trolling perks (Head-On, Flashbang, etc.) only get a bit of usage due to how fast matches go by now, so even a person spending the entire match trying to waste the Killer's time will get as much mileage out of a simple flashlight without committing a full load-out.
Gen perks get less popular as you go up the solo ranks, since personal survival and anti-tunnel/camping perks take over and you simply have to trust that other people are also efficiently touching gens. It inverts against a co-ordinated SWF, since you'll usually have two dedicated genners with appropriate loadouts, a no-life runner that has memorized every loop down to the pixel and millisecond, and a miscellaneous filler that is either meant to back up the runner when they go down or was a random because their fourth didn't want to stream today.
Care to elaborate?
I've seen survivors blow through gens at ridiculous speed using a Hyper Focus build, but it requires a lot of skill to pull off correctly.
I've played this game quite a bit, and I've seen a lot of creative and effective survivor builds. None of them contained WoO.
Windows of Opportunity is kinda like what Lethal Pursuer is for killers...a bit of a crutch.
I've actually had a lot of fun using blindness perks on killer, due to the popularity of windows, and you can really tell which players can't do a chase without windows.
hyperfocus does indeed require a lot of skill if you don't use other perks to "fix" great skill-checks, but the fact that it's used so little means that it's not that good on its own, either because it requires toolbox or other perks in synergy or the skill required is not compatible with the benefit granted.
I particularly stick with the last option, since by Nightlight the perk was in 17th position the last time I checked, even more so with the last nerf in the heal base-kit, which reduced the bonus of great skill-checks from 5 to 3%, and it MADE A LOT of difference as I use the hyperfocus perk constantly, and the perk that should reward the skill both in repairs and in healing, ended up losing versatility and becoming just "gen-reapair"/rush.
