And there's still the cool down where he retracts the worms after the vault, which I don't believe gets reduced.

It's rarely a good idea to use wesker's power to vault anyway. The cooldown after doing it is so long that any time you saved by going over a pallet or window with it is lost anyway.

This isn't really accurate there are plenty of times it's a great idea. At larger loops you can easily get hits by vaulting over the pallet and it's often a time saver if you see they are heading to a window to vault through it. It really just depends on the situation.

I mean if you think you can get a hit sure, but just vaulting with the power is no faster than vaulting normally thanks to that cooldown.

For window vaults, it's only really worth it if it's a floor dropdown window, such as in the RPD fire escape, the Pale Rose ship in Swamps, or The Game's meat processor; by the time he's landed, the cooldown from vaulting will be almost done.

Bamboozle is good for using a normal vault to block a key window in a standard loop as a set-up to a dash-and-grab, though.

Bamboozle is a pretty good idea on Wesker since I can't tell you how many times I re-vaulted a window after he did without getting hit its pretty silly and shouldn't be a thing.
