For the most part, tunneling means going after that same survivor as soon as they are off the hook, every time, so they don't really have a chance to play the game. It's a really crappy thing to do and the developers are doing what they can to disincentivize it, but at the same time, it is and will always be an effiective strategy for those killers that have no problem wtih doing it.
There is another definition though too, and that is whatever the survivor accusing you of tunneling thinks you did. Sometimes you go out of your way not to tunnel, even doing plays that are outright dumb and end up costing you the match, and you'll STILL get called out for tunneling.
In your comment I think you're saying you targeted one person until they died (I think that's what you meant), which is tunnelling. Whether you're doing it straight off hooks or deliberately not hooking others except one person, it is tunnelling and it is not a nice thing to do. It may be fun for the killers who do it, but it isn't fun for the target, remember everyone wants to have a chance to play the game and have a bit of fun.
Now if survivors aren't showing you the same courtesy (body blocking hooks, using flashlights to annoy rather than tactically, that sort of thing), well that's another story. But for regular survivors, tunnelling is a ♥♥♥♥♥♥ way of playing.

Real tunneling is when you focus purely on one survivor to eliminate as soon as possible while ignoring gens and the other survivors. It's supposed to be when you essentially start ignoring objectives just to eliminate one specific person.
However, the term gets thrown around to try to put down Killers just for providing pressure, without the survivor having to take any responsibility for bad unhooks, healing at hook, performing a conspicuous action.
It's an unofficial achievement to get called a "tunneler" and a "camper" at the same time in the end game chat. It means you were simultaneously able to provide gen denial and survivor pressure, which is exactly what you're supposed to be doing as killer
That seems weird, half my tome entries are "Hook the Obsession 3 Times" or "Kill the Obsession"
If you're the obsession you can't complain about tunnelling, it's literally a task to complete.
There are survivor players that would say the proper thing to do is hook other people in between hooking the Obsession, in this case.
They're just salty over getting killed. Tunneling might be your last choice if they gen rushed or thats how you're comfortably playing the game.
Yet, here I am, wont bother complaining when killers tunneling, camping or even slugging me regardless of their performance. Then again, survivors doesnt seem have right to complain for few weeks either as they've been abusing exploits too(which I dced when I saw them) so :shrug:
If they're complaining over tunneling yet there's quite a lot of people abusing the exploit, its just double edged shovel(yes, shovel. Not a sword, because these 2 parties might as well dig their own grave and call it a day. And no, not a literal meaning to kill themselves, more like take a rest in much harsher word if I have to admit it)
A good, skilled player get 3-4 kills by attrition. A lazy one secures their one kill by either camping, tunneling off the hook, or camping in the endgame.
I agree with everything you're saying except the attempts by BVHR to mitigate tunneling off the hook. It doesn't break any of their arbitrary written rules so no matter what they say it's not going away, ever. Unless there's a speed penalty or loss of points for hanging around the hook and chasing the same person, no amount of lip service will do anything.
