Healing and unhooking are risky and should be done cautiously. You should also read through his addons to get an idea of the kinds of things he could bring.
If the wraith is committed to stealth body blocking you then you can spam a pallet or window vault to waste his time. This doesn't come without risk though. Pallet stunning a cloaked wraith gives a very long stun.

The whooshing sound you hear when Wraith cloaks and uncloaks is global across the map, even if the bell itself can only be heard at a certain range. Try to keep in check if Wraith is cloaked or not by listening to these global whoosh noises.
Wraith starts the match cloaked, so the first time you hear the woosh, it means he just uncloaked, then hearing it again means cloaked, then uncloaked, cloaked, uncloaked, cloaked etc, for each "whoosh" you hear afterwards. This helps let you know what the Wraith may be doing. If he's uncloaked, and you're not hearing a terror radius after a few seconds, then he probably isn't near you and is probably chasing a survivor. This usually means it's safe to work on generators near your area. If he is cloaked, then he's probably not chasing someone and is roaming, and that's when you should be cautious and keeping a safe eye out.
As a final note about his cloaking/uncloaking, some Wraiths try to psyche survivors out by running by intentionally ringing the bell, usually paired with an add-on that makes the bell global, but makes survivors unable to discern the bell's distance at all (it will always sound like it's far away, even up close). If you don't hear a whoosh, it means he's trying to psyche survivors out.
Wraith's power is extremely weak against windows, especially when he's cloaked. At some windows, you can force him to waste a little bit of time by vaulting windows over and over so he can't vault through them if they're insisting on trying to wait for you to vault so they can (for example, any shack window). As long as you are not in a chase, you will get no entity blockers.
You can also do this at pallets as well. If the loop is safe and long enough, you can drop a pallet, and immediately begin vaulting it to force him to uncloak to hit you to try and move you away from the pallet. Killers are unable to kick pallets if survivors are in the middle of a vaulting animation, but survivors can queue this up over and over, so Wraith just won't be able to kick them while cloaked until the survivor moves away or he uncloaks to force them to move. Doing this properly can buy extra time and distance for you and waste his by forcing the uncloak just to kick the pallet.
Wraith does get speed to help him wander around the map, but without add-ons, his invisibility only grants him 1.1x speed, but be aware that good Wraiths may use that extra speed to run ahead of you to body block a pallet or window that you may be running towards you. If you notice a wraith doing this, try to immediately run another direction and seek out a plan B. Survivors can see Wraith's shimmering if he's moving if he is cloaked up to 24 meters away. His breathing is also very distinct and audible, even when he is cloaked, so still try to keep an eye out with as little line of sight blockers as possible to have the best information, and if you can't see much (like being on an indoor map), then make sure to listen well. You can select Wraith in the killer select roster and just listen to his breathing on the main menu to know what noise to look out for.
Megs sprint perk is good for getting a burst of speed too once he has snuck up on you. Keep an eye out for the distant blurs in the air. If you see it, just run or hide right away.
A good team that actually takes their time, and knows it a wraith , will wait until the wraith comes to the generator. You see him invisible looking it out and leaves. Then you know you have so many seconds to get some repair time in. Rinse and repeat. Patience is the only way to beat Wraith. Or good squad with gen repair buffs. Smacking out the gen fast.
Some people will play with a rescuer / scout in the squad (this requires mic comms) They hide in the highest middle most point in the map. And call out where the killer is. Also the one who would respond to a hook. Giving other survivors mores time to repair. Making code names and learning the maps and areas with a team is good idea. "Hey back corn gen hide." Etc. (Some consider this unfair and does take away a bit from the true way the game is meant to be played.)
(1) When it is invisible and then it can move fast but during such condition the wraith cannot hit you and needed to decloak as that take a bit of time so keep your eyes peeled for any disturbances in the area when they cloak you can see the anomalies in around so best get to running when you see it before he decloaks.
(2) Do gens separately and if you do get chased lead the killer away from generators and lead the killer away from your other survivor team mates and head far away from the rest to buy time for the other to fix generator.
(3) Two dings of the bells doesn't mean the wraith already fully decloaked or going into cloaked because wraiths love their bells and love to tease so make sure if it is in one state or another before making a choice on what to do.
Wraith can hold out the bell ability and makes two dings but stops holding it to full and thus cancelling their change state either from decloaking or cloaking basically it just to tease and messes up with the survivors to try to scare you with bell sounds.
As a wraith main, I rely on survivor mistakes. A good swf or well organized solo team will stomp me every time.

if I do get to a pallet or something while he is chasing me then they usually use the speed boost to get a hit which I learned to stay slightly away from the pallets and not camp them where they can get the lunge but that just ends up putting me out of position and I get hit a few moments later anyways
also pre dropping or vaulting helps a bit sometimes but they just cancel their uncloak and are right on me again anyways
it really does feel like little to no options for dealing with him unless its a player who obviously doesn't know how to play him and runs around uncloaked while in chase
basically the only real counter to him is the same as any mobility killer which is just slam gens as fast as possible and hope the rest of your team doesn't 3 gen you in the process
Wraith is a VERY easily countered killer if you bother to pay even the slightest attention to him. You shouldn't be running away while he's mid uncloak. You should be in chase LONG before that, because you should be detecting him way before he gets to melee range.
I saw someone say that they can't drop pallets on Wraith because he uncloaks and hits them before they can drop. Then... drop the pallet earlier? It's not rocket science, people. Same if he tries to bodyblock a pallet or window. You KNOW he's there. You can see him. Go to a different loop.
Wraith isn't a mobility Killer. His power is a boost to patrol speed, and often slows down chases by rendering him useless until he comes out of it. A half decent Survivor who can deal with killers that have a power should be able to handle Wraith without a problem, since his power isn't useful in chase unless the Survivors aren't bothering to pay attention.
In fact, Wraith is INCAPABLE of catching you unless you make significant errors, because he's a 110 Killer out of his power and in his power, he can't damage you or stop you from looping him.
Stop letting him walk right up to you. You can see him. You can hear him. Even without his bell.
