You're meant to almost finish a safe gen, then start building tokens with it. If the Killer comes close, then you can resume normal repairs to finish it and hide or run.
It turns out that the perk was never meta, even when gen-slowdown was constantly used before the nerf, since potential energy does not have a 1:1 ratio in the time it takes to accumulate the tokens and runs the risk of when finally accumulated, the killer hit you, causing the tokens to be lost.
Anyway, in short, an extremely situational perk, which on paper would even work, but in practice, especially around SoloQ (most lobbies), it doesn't fulfill its role, with perks that work much better in these situations like prove thyself.
