I think you're really missing the point.
That is up to 80(!) seconds of them doing absolutely nothing. No gen regression or slowdown perk on the Killer's side buys even half of that amount of time of total shutdown on a Survivor. And if they want to use it as an aggressive tool, then they have placed their likely injured body with Deep Wound state right in arm's reach; they can't use Dead Hard, a Styptic Medkit, or anything else to save them from going right back on to second hook state.
If they let someone else heal them, then that person had to sit through the heal animation to then see a Survivor teabag in a corner doing nothing for 80 seconds.
