I would think so, yeah. Frankenstein is also public domain. The thing is that BHVR would have to avoid creating a character that looks too similar to any visual design that's been copyrighted. Anyone can use the stories themselves but certain specific artistic details are trickier.
Hmm, now that you mention it I guess the Creature never had any special offensive abilities other than brute strength. A vampire would likely work better (and I honestly don't know why they haven't added one yet).
i imagine being like this: he got called by the entity to join the realm and accepted in exchange to kill the survivors like pyramind or myers do (drink their blood)
probably his power would be like demogorgon, flying across the realm and being invisible
idk, but the concept of a vampire killer would be great
