There's no limit to the number of perks that can be learned. All you have to do is get a character to prestige 1 (bloodweb level 50+) and the first tier of their perks will be instantly unlocked for every other respective character (i.e. survivor perks for survivors). You can then either find the second and third tier of those perks in the bloodweb, or get that first character to prestige 2 or 3 to fully unlock them.
And bloodwebs are infinite; you'll never run out of them.
There is no limit to how many perks you can learn, friend, and you can’t refund your current known perks for bloodpoints to buy others with.
