How do Shrine of Secrets Perks Work
So I know it lets me unlock a perk at level 1 but I am wondering if I can find the other levels of that perk in the bloodwebs of my characters or nah.

Yes, higher levels will appear on the bloodweb.

The way it is now, you bought level 1 of that perk and now all your survivors have that perk at 1 and you can find 2 and 3 if you keep leveling them up via bloodpoints yes, or you can purchase level 2 immediately with even more iridescent shards, then for even more shards you can purchase rank 3 and have rank 3 of that perk on all your survivors.
