So when playing a killer like hag for example, you're kind of forced to slug at times; otherwise, survivor teams will feel free to set off all your traps which can you set you back a good minute in time invested.
Or when playing a mobility killer like Sadako, after a down, instead of wasting time to hook, it often makes sense to just immediately teleport to build condemned and take a chase immediately to make the map a pallet deadzone as fast as possible. (persistence is your win condition, when the map is running out of pallets)

Obviously hooking + pressuring the other survivors is the best choice most of the time, but sometimes it does not work.
Also slugging is more vulnerable to counter perks than hooking is. All you get is some dying progress that doesn't end up mattering most of the time.
Obviously survivors complain about it, because it can help the killer win and in either case doing barely anything interactive is only acceptable if it helps the survivors win. And bringing anti-slug perks ruins your meta build, duh.
