Regarding Steam Family Sharing
Lots of people, including some of my friends, have been having issues with Steam Family Sharing after the most recent update. I share my DLCs with some of my friends and they have told me that they have lost all of them. After doing some research, I may have found the reason for why DLCs are not being shared anymore.

There's a FAQ on the Steam Family Sharing page, and one of the questions is:
Who owns and can access the DLC and in-game content associated with a shared title?
A guest will have access to the lender's DLC, but only if the guest doesn't also own the base game. Guests may not purchase DLC for a base game they don't own. Any player may purchase, trade, earn, or otherwise acquire in-game content while playing a game, but in-game items cannot be shared between accounts. These items remain the property of the account that purchased or acquired them, whether borrowing or lending the base game.

The point that I'm trying to get is that, by nature, you can't share DLCs with someone who already owns the base game. Dead by Daylight was one of the rare occasions where you could share DLCs with friends who already own the game (I'm not aware of any other game that lets you do that). So, it could be that DbD was literally ignoring this rule for 7 years, and only now that BHVR is fixing it.
Although I have sent a ticket to BHVR asking if this is intentional or not, I won't be surprised if it is, because it'll force people to buy DLCs on their own accounts.

Edit: Seems like some people have said this isn't the first time that they had issues with Family Sharing. Hoping they fix it soon then.

so can you just delete the base game and share dlc?

Yes, if you want the DLCs you'd have to delete DbD from your account.
But the problem is that only 1 person can play at a time. So if your friend frequently plays DbD (or any other game), you wouldn't be able to play it until he closes it.
That's what makes DbD's case with Family Sharing intriguing, because you and your friends could play the game normally with the DLCs shared, without having to be 1 person at a time. This only adds up to my theory that BHVR is fixing it now.

Is dead by daylight the game not shareable and the DLC shareable then? It says I can’t access the game at all
