I think she's overtuned. I've played against her several times today and each time she got multiple condemned without hooking. It feels like it's too easy for her to build up condemned really quickly early on, and then catch someone with a tape and make them instantly killable. And slugging is still a viable way of playing as her.
I haven't played as her yet so maybe I had really bad luck with teammates, but my initial impression is BHVR went too far. Maybe make the teleporting cooldown longer or something.
I dunno though, it could also just me being rusty and not used to the new changes.
I will play more games with her before I make my mind up about the changes, though. I'll sure I'll probably eventually settle into an MMR where I can still win games with her. But right now I'm not touching killer until all the returning high MMR survivors get bored of the game again in a week or so.
the stacks of condemn are growing very fast from the perspective of the survivor, and there is no way to strategically turn off tvs, since you are forced to have a tape all the time from the beginning to avoid the condemn stacks grow fast, and with the tape in hand, you can no longer interact with the others tvs to turn it off (the ones you really need, like close to gen in 50% progress repair or the hooked survivor), in short, the killer is disturbing the team all the time and I think it's even easier to condemn and more cheap than slugging as it was before.

they didnt nerf her, sure teleport has cooldown now and if i teleport to wrong tv will have to wait but still the new condemned system is so good it is really balance. Pretty Good Job :)
Still, not speaking from experience as I've not tested it yet, just looking at what was lost and what was gained.
What was gained was a way easier means of stacking condemned. Before survivors could spend most, if not all, of the match without having gained any condemned. Now everyone gets some, regardless of where she is. And all she has to do for that to happen, is teleport anywhere. I've had one teleport to the tvs I was going to while in a chase, and she interrupted me long enough that reached max condemned.
