If EAC bans you for it, BHVR won't be able to help you with it.
EAC never cared for Gameusersettings.ini changes.
What Rizzo says is true on paper but that will never happen if you don't use any third party cheat programs.
If you edit core game files (other than ini files) or if these files get corrupted by a new update (which is a common cause of crashes btw), at worst EAC will detect it, saying something was modified and it will prevent you from starting the game until game integrity get validated and back to their genuine state.
I've noticed their servers also do regular file checks between lobbies that will simply disconnect you if something's wrong and if somehow EAC didn't trigger at launch.

No you won't get banned. I have had it unlocked for years. If they ban then they ban a good majority of the player base, and that would be very bad for them.
