Gotcha, that does make some sense.
He used: lag switch cheat, invisibility cheat, perma SB cheat, and idk the name of the cheap for constantly going away from the killer when they try to pick you up. Rest of team wasn't cheating, but they were obviously cooperating with him.
With some luck I managed to slug Leon to death and get a 3k, but now that I have only post game screenshot with name of Leon and everyone who was cooperating with him, I guess they will never see the banhammer.

Without that feedback as you say you might as well assume that nothing happens, because it's a black box, BHVR are poor at talking about what they're doing to improve player behaviour, and it's definitely not worth your time or mental energy to keep track of whether cheaters/abusers are still playing (though you can and probably should Block abusive survivors after the game so you know if you run into them again BEFORE the match).
Also same time there are people who cry that you are cheating when they don't know how killers mechanics work. So would't be surprised if there are many false reports.
Yesterday I faced a team of survivors where one was literally a 30+ level Steam account and they were using: lag switch, tp, invisibility and couple of more cheats, while the rest of the team were cooperating with them even with the fact that they were quite obviously cheating. 30+ level person on Steam is so confident in their hacks that they have more than 750h without a single game ban.
if it's obvious, they'd get banned. if it's subtle, probably not.
