Does insta progress-lose perks works on blocked gens?

before the generator is blocked yes, but if in the meantime you downed another survivor and hook with the same generator still blocked, so, no bc no regression affects blocked generator

If a generator is blocked, they should not lose any progress at all. There is currently a bug where they have been which is being addressed.
