It 100% is not as useful as it use to be. However, I wont say its /completely/ useless. While you aren't completely quite I find that you are still pretty quiet. Its still helped me evade the killer, but definitely no where near as useful as it once was.
I think the argument for the nerf was that it made stridor useless?
It got nerfed with all the meta perks because for a while it was considered one of them and a ton of people were equipping it.
Only reason I don't run it is because I often run Off the Record and don't have Lucky Break yet.
Finally, there are many ways to track survivors, such as footprints, footsteps, it is very cheap to have the survivor grunting in pain, it would be enough to return with the additive values instead of multiplicative ones in the nerf of IW for Stridor counter it again if killer had problem.
