It's rare you'll get more than 2-3 of them in a single frenzy. Legion's power mostly boils down to a free first hit and Deep Wounds affect, but you can use Killer Instinct quite aggressively if you know there's two survivors and one likes to stay deeply immersed.
You *need* to start small snowballs by hitting two+ survivors with your ability. Most of Legion players I've seen that successfully did this were either running aura reading perks (the one that Legion comes with, Discordance, is actually a pretty decent perk) or perks/addons that force a very painful self-mending time then strike when survivors inevitably clump together.
Also, if you know you cant chase the other survivors, just focus on the current one.
I recommend using Mischief List and Friendship Bracelet for more consistent multi hits, it adds 2 secs to Frenzy and increases the lunge attack, both are also common addons.
Another combo is Never-Sleep Pills with Mural Sketch, it makes your Frenzy Slower but doubles its duration, this one is almost a guarantee Frenzy down on smaller maps.
Specially if a survivor ends in a bad hook that makes easy to proxy camp, you cant trade if youre injured.
nothing in this game will work 100% of the time, even if it's the best addon possible (open/closed map, survivor experience/swfs/solos, etc) but in my experience, it's one of the best for legion, usually people in my games tend to be more grouped and frenzy hits are more guaranteed
ps: as the person above said, playing 100% of the time injured is very dangerous, even though it is the "rule" against legion in "high mmr" matches
think of frenzy as a time saver to get someone injured. so you dont need to chase them around loops to hit them then do it all over again to down them. just frenzy for an easy hit, cancel, then you do the loops to down. a multiple hit and seeing others locations is a bonus that you cant let distract you if its too far away.
add ons that increase frenzy time by 2 seconds and increases your speed for every hit are good enough.
bamboozle is your friend
