Do Styptic Agent and Anti Hemorrhagic Syringe work together to restore a health state + give endurance at the same time?

Maybe? In theory they should but the two effects are so counterintuitive to each other that you would be tough pressed to find a situation that having both would be useful.

You'll get the endurance, and the health state ticking at the same time. if you get hit before the heal is complete, the endurance will protect you but you lose the syringe effect.

If you don't get hit, you heal as expected and simply run out of endurance.
