I thought that's just how payday 2 works
1-The Deluxe edition prevails over the standard edition and you have just one entry on your library.
2-You have two entries on your library, for both standard and deluxe edition.
3-It doesn't work / Steam wont let you finish the transaction / you pay but the game remains standard.
Depending on what happens in this case, may be an option in a distant future when the game hits a 75% discount, for example.
But since the deluxe content is so specific, launching an upgrade is way better, no doubt about it.
if it goes as it does on most games, you could buy as a gift on inventory and redeem it on your account, which would give you the extra DLC, but it'd be only 1 entry on library... now that you no longer can buy gifts to sit on your inventory I'm unsure if you can upgrade rebuying or not...
+1 for upgrade though!
and yet stil relevant.
