Depletes toolbox on use
Does this mean that you will lose the toolbox or that you can't use it anymore in that one game?

The toolbox in it's entirety is consumed, and is gone forever afterwards.

Just like real life. I'm fixing my stove and the damn wrench disappears on me. Gotta drive all the way over to Lowe's again.

So what use does Brand new part have? It's not worth losing a toolbox over recharging a gen instantly. Also its a ultra rare perk, doesn't make sense (to me) at all

Everything has it's use so far. Sometimes I take a brand new part in and if I think i'll be caught, I use it, otherwise I keep the toolbox and leave with it. It's more of an insurance thing, you think you might get caught, the killer's catching up, run up to a gen, finish it. Not only have survivors been working on gens (hopefully?) while chasing you, but you did one right in front of him. So now if he camps, he has even less time to work with, which means the survivors can be done that much quicker.
