You need to get every step of a perk, some perks can be ultra rare :) Like level 1 to 3.

Question. If I chose not to prestige but remain level 50 indefinitely in order to recycle the blood web. Will that allow me to get Ultra rare for all perks eventually since a perk appears on every bloodweb? In other words. Is it better staying lv 50 to get ultra rare perks.

If you just want all the perks and don't care for getting more rare items in the 3000 cost range vs the 5000/8000 cost range then I say go for it and don't prestige. :)

Thank you. I can see the benefit for both, especially when it comes to cost of add on after prestiging multiple times.. To clarify. Will I get ultra rare perks staying lv 50 indefintely eventually?

If you just keep refreshing the bloodweb, yes, eventually you'll get all the perks. That being said, perks will eventually stop appearing in your bloodweb, replaced by a Common, Rare, or Ultra Rare Item/Offering/Addon.

You're more likely to get rares and ultra rares more often by level 15. Continue playing and try not to worry about it. :)
