So basically, you take longer to build to Level 3 on his ability, lose a good amount of your run speed, in exchange for the ability to have a Mori once you hit level 3.

Sounds like a gamble to me, thankfully it's an ultra rare

No movespeed slow, buildup is managable, kill happens in one animation (just hit and he grabs&stabs) so you dont even lose time downing first

Also u have to be super close to the survivor and it can't be wounded

Oh actually it can be easy or ok to kill people with addon actually.
You just have to use "play with your food" perk,which basically gives you 15%/18%/21% Speed boost as killer if you have 3 tokens or so.
