Optimal prestige level for being "normal good"?
What is optimal prestige level right now that is high enough to not being seen as noob, but not too high to not being seen as freak.

I guess it is something like 10-12?

prestige level is a good indicator since there is no reason for a survivor to spend the bp evenly after they prestiged all characters. they will spend the most bp on their main, so you can guess how much experience that person has. of course, it is possible that a prestige level 20 character also performs poorly, but this is not the case general.
They answered the question. It is just a number like grades. Unless they play with only one suriviver then it should be at least 3 to unlock the perks. Many don't like to prestige and they don't need to since a zero prestige can get all the perks. Ada and Rebecca even at zero prestige have all the perks.
By the way, people look at how many hours the player has in game, not prestige. BP is easy to get now specially with all the events.

You need at least prestige 1 to unlock perks for other characters though. So it says that you haven't played as that char that much.

I don't understand how developers ended up thinking that making prestige level public was a good idea, a lot of lobby dodging and targeting low-prestige characters

no, they didn't answer it, that's why i did it. OP didn't ask for their opinion on whether it matters or not, and if so how much. he was asking what the prestige level is after he is no longer considered as a newbie.
yes, both the grade and the prestige level contain a number, but that's all they have in common.
also there is no such a thing that "they don't like prestige". of course nobody likes to spend time on the bloodweb, but you have to because after a while you reach the BP limit. you have to spend it if you don't want to waste it, so whether you want it or not, sooner or later you will gain a prestige level which reflects back to what i explained from the beginning: more matches, -> more bp -> more experience, -> higher prestige level = better performance overall. it is a good indicator since most survivor maining only 1 or maybe 2 of their favourite, and plays with the other characters only occasionally.

very good question, since even in the developer update they stated that it will only be visible after the match on the scoreboard.

9 to 10 is the "average" nowadays since that's what you'd get if you were P3 before the Prestige update. Folks in the pre-teens and low-teens are the ones I consider to enjoy their character.
Anyone at Prestige 20 or so is a red flag to me ngl, especially if they're playing Meg, Nea, Feng, or some other toxic neon Survivor. Don't get me wrong they're not a red flag as Killer, but rather as Survivor if I get anyone like that on my team who's holding a flashlight I dodge the lobby. I know they're going to be chasing the Killer and clicking their flashlight for their "EPIC BULLYING THE KILLER MONTAGE (TOXIC?) (I GOT FACECAMPED 10 TIMES XDDDD)" YouTube montage instead of doing gens.

If anyone has a Prestige level above 40 I seriously start worrying for their mental health.

As a killer player when I see 20+ player It often makes me think that they are going to clown around, but no most of the time they are just regular survivors with higher prestige than most people in the lobby.

Its just shows how much BP the person invested in a character. Could the prestige 25 "insert character" be godlike? Maybe. But chances are they are just your average player, who just likes a certain character very much. So nothing to worry about, IMO.

The question is about prestige levels. Therefore I'm also talking about prestige levels when I say 'levels'. AFAIK we don't know our MMR levels.

I for one like to get all perks on all characters. So even tho I rarely play killer, I first want to spend my BP on the killers before I'm seriously investing in a single survivor.

Yeah, I am changing my main right now (Meg->Adam) and rocking with 2 prestige, though when I see 0-3 levels in my lobby I am a little nervous. So I just wanted to know how others feel about it.

"Prestige doesn't matter" is just not true. Sure, correlation is weak but there is some. There is a good chance that levels 1-2 can be new player who will evade gens and will doom team even if killer is not strong.

I like it when most are 5-15 level.

Killers dodging high prestige is also a thing. I guess we don't see it more often only because of killers waiting time.

Maybe I should start flipping through my P9+ characters before selecting the low-prestige character I'm actually playing... It's not like I'm any worse with a P0 character, because I've unlocked all important teachable perks.

i agree with you that the quality of the teammates has been poor lately compared to even the average. i was just trying to highlight that a more experienced survivor is less likely to make mistakes, and this can often decide the outcome of the match for solo survivors in an already dire situation. although as you pointed out, there are always exceptions.
