Nurse is the most broken Over powered killer for sure.

Best for what? Each killer good at something. Onryo is best for slugging, Bubba for camping, at the same time they are both bad vs strong survivor skilled teams. Wesker and Deathslinger are best for punishing tbaggers at exit gates to snatch them out of victory.

It's all depends on your goals, so elaborate.
