Honestly, when I play Pinhead I usually don't need perks because survivors seem confused or angry to face him, either ignoring the Lament or quitting altogether. Because of that I can get away with using BP perks (Beast of Prey I think it was, and Distressting). I also use Lightborn because why not? Eliminate any concerns about flashlight tricks while I'm at it. Finally I'll throw on either an experimental 4th perk just to try things out, or either Agitation / Iron Grasp to stop survivors from wiggling free (I personally prefer Iron Grasp because come on, it's Pinhead. He wouldn't be struggling with anybody. : ) )
I wish I had better advice but honestly, in my experience, you can throw just about anything onto Pinhead and do well if you are, in fact, decent with Pinhead. Until deciding on the BP and Lightborn build I actually played him without any perks at all. I'm very fast to teleport and his puzzle box is very strong. If you want a specific build maybe try whatever you think would be most effective against sabo sweat squads and good loopers, as they're the only real threat I've encountered with him.
Ooh, me likey. Gonna have to try that, I didn't know it worked with the box in this way.
Could also double down on the knowledge perks and just keep on people constantly forcing them into bad situations while getting your other benefit.

Feels like this build gives me a good balance of everything...I got info coming in from the Spies, there are a couple that screw with the info survivors get, and Sloppy Butcher feels like a must-have for any m1 killer.
If you were going to use Hoarder, I'd put that in place of Fearmonger.
There is a trick to use Lethal Pursuer to help you find the starting location of the Lament Configuration, but that feels a little too close to exploits for my taste.
