Most Blight's I play against has aura reading so distortion can be a good counter.
Window of Opportunities can help you to optimize your route in chase
And an exhaustion perk will help as well.
This might not be the best build against him but will still be helpful even if it isn't a blight you are playing against.
In terms of items I recommend a medkit since you need to stay healthy against a blight. It also works well with resilience.
In terms of maps I don't recommend you an open fielded map against blight but rather an indoor map like RPD (not midwich since midwich is one of Blight's strongest maps).
If the blight is good, play agressive. You need to force him to make quick decisions that way he will most likely overcommit
OTR-Blights mobility means he'll most likely be coming right back to the unhook If he fails to get a valuable chase.
Perks that keep you from being detected, because good blights will typically have at least one aura-reading perk if not more. So, Off the Record, Sole Survivor, Boon: Shadow Step.

On my side I use my all killer build : boon coh, boon exponential, small game and botany.
Just really run anything that can get you distance or hide you from him and you have much better chances. Even a good blight gets a little disoriented from constantly slamming into walls. You even have the option of using skins that hide you better in the dark colors of the map which is helpful for slipping under his view and around corners.
