scourge hook monstrous shrine

it would be viable if they make it a normal perk for all hooks not just scourge hooks and mabey reduced the range from 24m to 18.

I recall reading a lot of fear posts saying that Monstrous Shrine would completely destroy the game for survivors but I have to admit, I rarely ever see it getting used. Same with Rebecca's Reassurance perk, everyone lost their minds but really its range and power is just not strong enough to significantly sway the game.
