I don't know why but the game folder seems bugged right now.
The game folder (even after verifying game files using Steam) shows me that I own the deluxe package which I do not own and is missing all Microsoft Visual C++ and Windows DirectX installers. They are not even listed for the Steam installer script which only installs EAC on verifying the game cache / running the game for the first time.
