Hex: Blood Favor question

Does Hex: Blood Favor reset it's 15 seconds activation time every time you injure a survivor? Or does it only let you active it again once it's 15 seconds is up?

For example: If I am playing legion and I use feral frenzy to hit a survivor, that triggers Blood Favor to hold up all near by pallets. If I then used feral frenzy to chase down another survivor and stab them as well before that 15 seconds is over, does that cause Blood Favor to trigger yet again around that second survivor?

The same can be asked for scenarios with the same survivor. If I injure a survivor and trigger Blood Favor, then knock them down 10 seconds later. Does blood favor prevent other survivors from pulling down nearby pallets for another 15 seconds?

From what I understand from the wiki:

Patch 5.3.0 Buff: removed the Cool-down.

This sounds like there is no cool down between activations.
