If you're going to play as killer, Leatherface one is the best one to get as soon as possible since his perk BBQ & Chili, helps a lot with grinding.
For survivors, probably two good ones are Halloween one (Decisive Strike) and Mikaela one (Circle of Healing).
Definetly the above quote but if you really want/have to buy DLC then I also agree with the below quote.
Even players with over 2k hours on record don't have „100% completion“, and aren't even close to that (All characters P3 Lv. 50).
Come on, the base game is absolutely worth the money.. If you add the DLC packs, however, it'll be a different story.
For killers, the one I always recommend to new killers is the Doctor. He's also part of the base game. He has an aoe that will help you reveal survivors near you, which is the biggest issue new killers have: finding survivors.
Play those two to 50. Then look at getting DLC, when you have a better idea of what you like and what works.
Isn't Laurie Strode DLC only?
