Now imagine a survivor standing in front of a window blocking it so no other survivor can go through.
That's sandbagging.
Sandbagging is basically self-sabotage, either by dropping the killer on someone else, blocking their way, failing a skillcheck on purpose, etc.

If you purposely drop pips to play easier players, this is also sandbagging
Ok now, another stupid question, but what is SWF?
Sandbagging = when a survivor blocks the path of another survivor either with your own body or a dropping a pallet in front of them most of the time causing them to get hit by the killer.
Now maybe the reason they scolded you for NOT sandbagging is they were using it as a term for blocking the killer from placing some one on a hook or blocking them from being able to chase a specific survivor who may be injured.
Sandbagging is not the correct term for blocking the killer though as sandbagging is a negative thing and is when a survivor blocks a survivor.
Body Blocking would be the correct term in this case.
AKA you Body block the killer from hooking a survivor.
Sandbagging = Survivor Blocking Survivor so they get hit.
Body blocking = Survivor blocking killer from hooking/hitting a survivor

Sandbagging also means not to reveal one's true playing strength for the purpose to lose rank or rating points so the sandbagger can play with weaker players, usually to increase chances of winning money.
Sandbags also barricade, so it applies to DbD as well.
