Otherwise, I think it's fine as it is. But honestly I'm still recovering from my laughing fit when people thought the perks from the Twin's update was going to be problematic.

Pretty sure you're trolling, because literally everyone says the opposite. Unless you play at a very specific time in a very specific region, then this never happens. Survivors always have longer queues (except when a new killer comes out) no matter the time of day just because of the simple fact 4 survivors have to queue for every 1 killer.
"It doesn't happen to me, therefore it doesn't happen to everyone else!"
Meanwhile, numerous threads appear here everyday from different people complaining about how long survivor queues are, and the same few people everyday pitch in to explain to them why they are waiting so long.
You know what it works for? It's technically an anti-slugging perk. Combine it with flip-flop and tenacity and crawl underneath a nearby pallet. If it were 15%, you would need 30% of the bar recovered in order to be able to stun a killer. It is ridiculously easy to reach that if you were slugged near a pallet with these perk combinations.
Yes you are not always near a pallet. That is the gamble of running it. It's a situational perk. There are countless of them. Even unbreakable/DS is a situational perk. It's just that you can be in those situations more often.
Second of all, becauce the current meta is Dead hard/sprint burst, Unbreakable, DS, any perk of choice. Don't you think that as a killer you would prefer to chase a survivor who's running anti-slugging build than survivor with dead hard? Answer is obvious
And the third of all, DBD is competitve game (somewhat), killer should expect survivors using DS, DH, Unbreakable, etc. So the only way how can u use power struggle is using flip-flop alongisde with unbreakable/tenacity and hoping that killer would slugg you under a pallet + will be distracted survivor during recovery time to fill up.
This is pretty much sums up why power struggle isn't reliable perk thus deserve to get buffed.
