Also, there are many areas where u can proc BL, without having an actual drop off from a second story level. The giant tree in shelter woods can do it, and also harvesters/combines in the cornfields, etc.
1. The activation condition. On some maps you will pretty much have no problem activating it, on other maps especially Larry's are horrible for BL.
2. Timing of activation only jumping down in chase to activate it, is a pure waste. You have to get used to the surroundings so you can us BL useful. If you only jump down from a hill at the beginning of a chase is like throwing a pallet when a killer starts chasing you.
Out of Sprint Burst, Lithe, Dead Hard and Balanced Landing, Balanced Landing is my go to exhaust perk simply because it not only allows me to travel to high points of a map and fall breaking into a sprint, but it also has a 75% stagger reduction effect at all times. Meaning, if I'm exhausted, I can still have the reduced stagger effect. This is EXTREMELY useful when it comes to looping two story buildings and maps like Haddon Field.
While it's a gamble to bring Balanced Landing as, like you said, not all maps have drop off zones, I still believe it is the best go to exhaust perk.
If not Balanced Landing, I'd say give Dead Hard a try. It is bugged at the moment though. Sometimes when the activate button is pressed, you will gain exhaustion but the perk won't actually trigger. But when the perk does work, it is extremely good if you stuff up during a chase. Dead Hard also allows players to cover a small amount of ground to get them to that pallet or window. For example, if you're in chase and the killer's gaining and you see the red stain behind and there's a pallet or window in front of you, all you have to do is Dead Hard and you have covered, around, 5 metres in a second, if that makes any sense.
Sprint Burst is a waste of time as you will be walking around the map saving your sprint which also wastes a lot of time.
Lithe is not too bad, but it's still not the greatest. It's good when you combined it with other perks like Quit and Quiet and/or Dance With Me.
As a whole, I'd say yes, keep Balanced Landing in your loadout!
