I found a cheater, please help.

I found a cheater, this person was able to crawl in super speed, hits didn't count, I couldn't pick her up nor hook her sometimes! I already reported her ingame, but I don't know how I report her outside the game in the official forum. Where do I get the ticket? Please help.
