That's exactly why they were designed that way.
It makes for a pretty memey build. You're ALWAYS going after the obsession. The question is WHO becomes the obsession. It even discourages tunneling, because after the obsession gets unhooked, the person that unhooked them becomes the obsession and you now need to chase them.

Point stands that 3 instead of 4 times hooking the objective is less frustrating and more customer friendly. Its called going overboard in order to promote DLC sales.
