Is the EasyAntiCheat service set to manual?
Try deleting all of 3 these EAC folders located here:
C:\Program Files(x86)
C:\Users\UserNameGoesHere\AppData\Roaming
C:\Program Files (x86)\Steam\steamapps\common\Dead by Daylight
Then clear Steam Cache (steam-->settings-->downloads-->clear download cache)
Then verify game file integrity (steam-->library-->Dead By Daylight-->Properties-->local files-->Verify integrity of game files)
Try starting the game.
All I know is, the Windows Updates with names KB5001330 and KB5001337 do eat FPS for a snack.. And that they're heeeella hungry.
I've uninstalled them, and with every single Windows Update, I gotta uninstall them again.

Is your Windows updated?
Is the EasyAntiCheat service set to manual, not disabled?
Do you have any kind of RGB software running or anything similar?
When you try to open each of these two links do you get the message '200 - HTTP OK'. Do you get that message for each?

What about the other things?
Check your startup items what in there? (right click on taskbar select task manager then 'more details' on bottom left then Startup tab and it will show you a list)
You're starting the game from steam library right? Make sure you're not using a shortcut because they usually don't work especially if manually made because most people choose the wrong .EXE to start the game so to avoid this use Steam library -> dead by daylight -> play game to start the game.
You have the date and time set correctly on your computer right? To make sure right click on the taskbar clock and select "adjust date and time" and then make sure "set time automatically" and "set time zone automatically" are turned on and then click the "Sync now" button and wait for the check mark to appear and verify that the current date and time are listed just above it.
As for startup items I don't know what some of those are but if any of them control RBG or system fans or overclocking EAC hates those programs. I know it also doesn't like some VPNs but I have no idea which ones.
I would try restarting with all of your startup list disabled and then try starting the game to see if you get the error or not.
Open a command prompt as admin and enter: msconfig
Under the first tab "General" choose selective startup and uncheck "load startup items" then click apply and ok and reboot to try running game. If it starts then you know the issue is with one of those startup items. So you can enable them one by one to find out the problem.
If you still get the same EAC error then you can undo this change by again running a command prompt as admin and enter: msconfig
This time choose "Normal startup" apply and ok then reboot system.
You should also check your hosts and lmhosts file to make sure there isn't anything in either about EAC. Both are located here: C:\Windows\System32\drivers\etc
Just open with notepad and see if there is anything in either file with lines that do not start with # for example:
127.0.0.1 download.eac-cdn.com
127.0.0.1 94.237.80.40
127.0.0.1 94.237.*
127.0.0.1 download-alt.easyanticheat.net
127.0.0.1 104.28.*
127.0.0.1 download.eac-cdn.com
127.0.0.1 94.237.80.40

If they exist delete them, then delete those same EAC folders I mentioned earlier and verify game files again then try starting the game.
