I don't think it's really babysitting or devs trying to censor the console players (not that I am saying devs aren't censoring chat, they are) so much as they are following the norm which is to not give console players chat. As I said in my own post in my experience most games that have also PC version that I've played on console simply don't opt for text chat. Likely because voice chat is way more common on console than on PC in my experience, and again also because nobody has keyboards so typing is slow. On PC there are a lot of people who prefer text chat because they don't like talking or don't have a mic but on console everyone seems to prefer voice.
I have a PS4 and if you don't know, one of the benefits of Playstation's online service is "free" (for as long as you remain subscribed, but you lose access if you unsubscribe) games every month and I've played a lot of online games from that as well as free weekends, etc. and a lot of them don't have text chat even though PC does. I also don't count AC because it's only on the Switch, I was specifically talking about games that have a version on console and a version on PC.
And if you google "Why doesn't console have text chat" this is a very common complaint online so I don't think I'm the only one who has noticed console versions tend not to have text chat.
