Naturally there would need to be some oversight on the developers methods of checking for cheating, but I think that it would greatly reduce the instances of cheating if people knew they would be banned from a lot of other games as well.
If someone breaks the rules continuously and end up being permanently banned, it shows they are not learning from it despite multiple temporary bans.
In addition to that, it's an EAC ban. It only bans you from Dead by Daylight and not from other games. The rules clearly state what you're not allowed to do: https://forum.deadbydaylight.com/en/kb/articles/139-game-rules
