Basically any high mobility killer or people who can do damage to multiple people at the same time, can get really good value. Or if you simply bring Coulrophobia along too and have a small map like Gideon. Even if you only get 1 or 2 people affected and not the entire team, that is still a free chase you can win. It's honestly underrated and sometimes very disgusting when it pops off.
If the cooldown would've lasted thiry seconds and affected everybody with Exhausted (even the healthy ones), why not?
But since it affects the injured ones only, you're making yourself unable to use the perk at all, right after your first hook, as it gets activated, and the only hooked survivor becomes affected; Nobody else.
By the time you get another hook or two, you'll affect two survivors at most, including the hooked one.
Better run Thanatophobia, as that one has no requiremenets whatsoever.
On killers that don't reliably injured survivors, it isn't that great. There is a long cooldown to it after all
