I don't really believe its ping related. Its just the server prioritizes survivors.
It's messed up but not because it favors one side or another per se. Problem is game checks if your attack as killer connects before survivor presses to use pallet. Notice the problem? It doesn't require pallet to hit killer, just that it was pressed to use by the survivor which is the comparison part. It skips the animation part essentially and that is why your hit gets rolled back.
Can they really just use the pallet to manipulate with the Server and the hit confirmations?
Not sure what you mean. If you throw hatchet from far away and they use pallet it does nothing unless the physical model of pallet blocks the hatchet in trajectory. You are not getting stunned by the pallet survivor is using so there doesn't become matter where server needs to decide if hit is valid or not.
In fact, the survivor was in the animation of dropping the pallet, and I've thrown the hatchet; The hatchet did disappear when it hit the survivor, showing a bit of blood and the survivor has screamed (just like after every hit, unless Calm Spirit is being present), but the survivor didn't go from healthy to injured.
There was no Endurance effect or any sort of other effect(s) at play, so in the end, I've managed to hit the survivor with my hatchet, and the hatchet did no damage towards the survivor, even though it did disappear from the total numbers of my hatchets (went from 5 down to 4).
This has happened to me numerous time in that match and with multiple survivors (with three players in total, though).
They were all in SWF, although I do strongly doubt, it does matter.
As separated incident I could maybe see your side get delayed info on pallet getting used so you get the hit and scream before server says pallet was actually used and server fixing it so it in reality hit the pallet. I just have hard time believing you'd have that happen multiple times a match unless you play with like 200ms ping.
Then again I wouldn't put it past Bhvr to leave some bug/exploit some people learned how to abuse. Can't say I've encountered that personally. Sorry I can't really help with that as both options I could come up with seem very unlikely to happen multiple times a match. Not to mention I'd think there to have been many topics and popular streamers bringing attention to unless it was some exploit just discovered. 99'd heal I guess would also be one possibility, but unless they were really long range hatchets you should've seen the quick animation change.
