If the killer(or anyone) is standing near it(like maybe 3-4 meters) but doesn't look at it when it goes off, the audio gets messy and the player cannot hear well for a couple of seconds
If the killer(or anyone) is standing withing those 3-4 meters and is looking at it while it goes off, they get blinded and their audio also gets messy for a couple of seconds(longer than the blindness, but not too long)
That is a fairly good buff actually as making it easier to blind could easily end up being overpowered, This way at least survivors get a small advantage out of the perk.
