Im not sure between fixated and urban but urban counters hag and slows the timer of plague infection
Hands down Counterforce is the best of those three.
I been using Inner Strength for a long time and even I remember totem spawn points, the speed bonus from Counterforce is nice and since its hard to find totems in indoor maps it helps a lot.

Crouch walking with urban isn't really all that useful except for some specific low walls. Most walls are high enough that you can get away with just walking around anyway, and fixated allows you do that much better. It is Also great with Sprint Burst, and allows you to get to destinations reasonably fast extremely steathily when trying to recharge exhaustion perks.
Sure Urban counters Hag, but she is literally the least popular killer played in the game, so running a perk to counter a killer you hardly even see isn't that great. Meanwhile Fixated is great against Spirit; a killer who sees much more play, and is regarded as the second strongest killer in the game.
For Detective Hunch/Small Game, it depends. Small game doesn't require a generator but you'd still be good with knowing totem locations, so when you get a ping, you can be like: "Oh, I bet it's in X location" without needing to constantly look around for it (like when nearing a jungle gym).
Detectives hunch does require at least 1 gen, and works much better with a map that can track killer belongings, though at that point, you basically know where everything on the entire level is and can use the map to reveal these locations, which can be very useful if you have the add-on to show survivors your map when it's used as well. This can be great for getting that hex gone quickly.
don't use those perks
Plus the scratch marks are very useful to help mindgame killers who rely on it.
I prefer detective hunch overall.
Encourages doing main objective, shows not just totems but other generators and chests, a multi use perk is good. Plus anything revealed is added to map should you have one.
Who needs speed for a limited amount of bones when you can get deja vu, plunder’s instinct and counterbreak’s aura reading abilities in one perk?
