About Nemesis Art Concept on DbD
There is a gen-shock when we talk about Resident Evil... Gen Z mostly doesn't know RE3, i saw many who wanted Mr.X in place of Nemesis and as a big fan of the franchise, i wanted to talk a little about Nemesis, after all, I'm Millennial, I lived the release of the old Resident Evil 3 in 1999. And the first thing I can say is that Behavior did a great job putting all the most classic elements of the franchise:
    - The mutating is a classic element of the franchise, be it nemesis, mr.x, tyrant, alexia... They all had a transformation as you progressed through the game.
    - The zombies are wonderful, they give you an extra challenge in the game for the survivor and are a weapon for the killer.
    - The infection system.
    - The RPD is in fact the most iconic place in the series.
    - The "4" survivors are really the most iconic of the series as well...
    - Nemesis is the most iconic enemy, the name of the game was "Resident Evil 3: Nemesis".

But... I see a big problem when Behavior used the "new" Nemesis instead of the old one. Maybe it's a franchise requirement and Behavior had no choice. But while RE2R was one of the best games in the franchise to match the original; RE3R was a failure.

Music: Look up the Nemesis theme for yourself in RE3 (1999), and you'll see that a slight remix of this could be one of the strongest chase songs in the game (instead of the current one, which is very good and have a "vibe" of RE series). A remix of original Nemesis song to DbD should be beaut, and the difference bettew the chase and aura theme will be more dramatic.

Memento: In this part the error was from Behavior. Nemesis already caused an extremely iconic death in the games, which all fans would be happy to see again, and it was much more cinematic than the one created by Behavior. It was old Brad's death, this was also the first appearance of Nemesis in the game. It was kind of disappointing not to see this in the remake or in DbD.

Appearance: The old and new nemesis have 3 different shapes, all based on the same principle, that their clothing protects them from mutating... However the new Nemesis when mutating for the first time turns into a "dog" (while the old one it just assumes a shirtless form with several tentacles protruding from the body)... The final form of the Nemesis in the game should be shirtless, full of tentacles. If it did mutate, it wouldn't be just superficial mechanics. I don't see this as too difficult to model, Behavior just saved time (and not much time) or was trying to be faithful to the remake.
    - Form 1: He's normal.
    - Form 2: He shirtless.
    - Form 3: Several tentacles.

Mechanics: The tentacle is the Nemesis' main weapon in DbD, but not in the game, the tentacles are a "secret" advance weapom. Nemesis, in classic and new, had access to a bazooka, which I believe Behavior didn't want to put in at all for obvious reasons. But maybe nemesis should work another way:
    - In its first phase, the tentacle would have the same range as the punch.
    - In its second phase it would have a normal range, as the first phase in actual DbD currently has.
    - In its third phase, it would have the same power that phase 3 has in the game (stimulating players to want to evolve the nemesis).
    - The classic rocket launcher should be in the game... Maybe with a single shot, dealing damage in area and the nemesis would have to "find" it, I can imagine swfs saying "people the bazooka box is open", "don't run away to that side of the map, the bazooka is there"... etc...
    - The weakness in phase 1 would make the Nemesis stay stuck in it longer, and it would also be balanced with the bazooka.

I'm not a crazy nostalgic, although I prefer the look (not just the concept) of the old Nemesis; I don't think the "small-headed" Nemesis couldn't actually be the model used by Behavior, I don't see a problem, after all, it promotes both games.

I think the Behavior just dont give so much attention to this killer, its just a copy from remake (a copy of a bad game).
