There's also a tangential nerf, that people haven't realised, in the fact survivors won't have to waste time cleansing dull totems anymore unless they're paranoid about NOED (but who runs 3 hex perks? :D).
You are actually objectively better off running a different hex perk, instead of undying. Because with undying working the way it will you have to cleanse 2 lit totems to remove 1 hex perk's effect and lose two perk slots in the process. If you were just using another hex perk instead, you'd have 2 hex perks in action and so be more powerful before they got cleansed. Unfortunately though apart from devour no other hex perk is worth using. The only thing that made ruin worthwhile was undying.
Back to pop, I guess. Maybe that terrible "remotely kick three gens" trait from charlotte will actually be useful now :D.
It's not that only killer perks are receiving changes..
Open handed is technically getting a buff, but nobody ever uses it.
Second wind: Buffed. Reduced the time it takes to heal. No idea how often this was used.
Fixated: Buffed. You can move faster while injured (You couldn't before) Not really used much.
Pebble: Able to activate more often. Not really used much.
But hey, Iron Maiden is also getting buffed. So uh...you killers that used iron maiden...what, like 2-3 of you, here's your buff!
Overall?
It's almost definitely survivor perk buffs all around, granted perks nobody uses.
While there was a buff to iron maiden, it's also one not many use.
And the Undying change was almost certainly a nerf.
Edit: And oh yeah the deep wound change. You know, for BT.
Indeed I think it's even a buff they make to undying while some are hiding by pretending it's a nerf.
It is a nerf. Transferring a token based hex once without giving the killer any indication that either the token hex or undying are being worked on (hex totems no longer show auras) is worthless. To be frank I don't understand how anyone could come to the wrong conclusion and claim it is a buff.
The only perk that gives you any chance of defending a token based hex is thrill of the hunt. But even that is basically worthless.
Undying was good for one single thing, keeping ruin alive for potentially 3 or more totems. Now it doesn't do that, it is not worth taking.
*) Less "random number generator" doesn't really make sense does it?
But then again we both can have our own opinion.
