i would bet 99% sure that yes that is what it means

it means they are not on steam, so over 99% chance of not on PC but there is a very low chance for them being on windows store.

Take into consideration, that console players can also play on keyboard and mouse. And i think they have something like steam pass(not sure how to call it) where they have steam, but they are playing on console. Or maybe they are using steam big mode...
Certainly it is what globe icon means, but no - there are some ocassions where they could also be PC players.

The Console Xbox DbD is a different instance of the game vs the Xbox Gamepass for PC version. I spent hours leveling up characters on the XboxPC version and when i tried to load it up on my console (same game account) it was like starting all over from 0.
