Report a translation problem
Because the answer is both "Yes" and "No."
It's not a glitch/cheat. AFKing one match or so doesn't get a person banned. IRL comes up. Multiple AFKs from the same person 'can' result in a ban, but it requires multiple reports over a short period (Which often require recordings as evidence) which is pretty unfeasible to accomplish.
To which yeah I've seen some survivors teleport around the map. Literally. Props to the one that had crows on their head and teleported and STILL had crows on their head. I'd love to hear how that was possible.
Because it was a Claudette though, they were likely not cheating. They were likely just very immersed. You get survivors like that on occasion. BBQ will do wonders against them. (Probably like one of the few times BBQ is decent for that. Whispers will do very good too.)
I hope this never happens again. BBQ sounds like a good choice for this situation I'll think about picking it later.

In the case of them being immersed and intentionally not progressing the game, that can be considered holding the game hostage after some time. IF there is prooif they have done nothing in the game at all for a long while, e.g. no progression on generators, no totems done, etc.
