Trap range effects the radius of them going off. not to be confused with the addon that adds range that you can use the teleport.
There is also a chance your ping is high and could be delaying you by a similarly small, yet significant amount.
- He has the teleport bound to his mouse wheel. It's slightly easier scrolling that than hitting the ctrl repeatedly
- He has a good sense of when a survivor he's watching is about to run into a trap and starts doing the teleport scroll beforehand rather than waiting for the cue
- He watches a trap he thinks is about to go off and teleports on the visual cue instead of the sound I think
- Finally he doesn't just constantly spam constantly because he doesn't want to teleport at an inopportune time. There are times you don't want to teleport as Hag because, for instance, you're already about to hit someone or whatever. And occasionally he intentionally delays teleporting slightly because he needs to wait momentarily to properly time something (like waiting for an unhook to happen to trigger Make Your Choice. If he teleported the moment the trap triggered the person wouldn't be unhooked yet, but if he waits a moment the unhook happens and he can teleport in for an Exposed hit.)
