Does "Deliverance" help you Kobe if you are the first hooked?

I have been testing this Perk out the last few days, and, it seems to help you even when you are first hooked (have not done a hook rescue yet). I see the "Luck" enhancement on the attempt and it feels like more than half the time, I will Kobe in 1 of the 3 tries. Is this by design? I dont think I ever see anyone throw Chalk or Lip offerings.

Sorry, yes, "https://deadbydaylight.gamepedia.com/Deliverance", this is a question is about what effects is has BEFORE you unhook anyone. The last 2 games where I was hooked first, I Kobed off the 3 try, trying to kill myself to get a new game. The Perk Description says nothing about Luck or anything, but, I am noticing it, and not seeing any offering that would increase the luck in those games

Yeah, i had a few games where I am not seeing the "Luck" icon, and, I am seeing more "Up the Ante" users than I expected, so, yes, I must have been seeing that previously

Nah, when you get hooked first with Deliverance, it becomes a wasted perk-slot.

Deliverance only benefits once you rescue a Survivor off a Hook and they remain unharmed for at least 10 seconds (Safe Hook Rescue score event). Other than that, it does not increase luck.

That is exactly what I am doing. But, it is SUCH a broken perk, more OP than DS, I can't see them keeping it "as is" much longer, so, I am trying to get the Achievement before they Nerf it.

And, for those who didnt see, yes, after I posted this, I saw that "Up the Ante" is used more than I thought it was, and, no, there are games where I don't get any Luck, so, it isnt "Deliverance" (Which is one of the Creepiest movies you will see... "Squeeeeel boy!!" they need to make that Banjo kid a Killer in DBD!!)
